SHORE-BASED PERSONNEL DANGEROUS GOODS TRAINING UNDER INTERNATIONAL MARITIME DANGEROUS GOODS CODE (IMDG CODE)
Notification to ship owners, port facilities, shipping companies, masters, approved maritime training institutions, shipping community and those involved in handling dangerous goods.
1. The latest amendments to the International Maritime Dangerous Goods (IMDG) Code (amendment 34-08) will become mandatory active from 1 January 2010.
2. One important element of the new amendments requires all shore-based personnel involved in handling packing. transporting, storing, etc. of dangerous goods to receive training to ensure that they are familiar with the general provisions of the IMDG Code. Each person shall receive training designed to familiarity with the general provisions of dangerous goods. Under the IMDG Code. Such training shall include:
a. Description ofthe classes of dangeroiu goods, labeling, marking, placarding, packing, stowage, segregation and compatibility provisions
b. Description of the purpose and content of dangerous goods, transport documents, dangerous goods form and Container/Vehicle Packing Certificate.
c. Description of availability of emergency response documents.
3. Refresher training for the trained personnel is also required in view of periodical changes in regulations and practice.
4. Approved Training Institution or Recognized Organization intending to conduct such training are required to obtain approval from Malaysian Marine Department by submitting a complete course specyication of the training. An approval may be considered ajer document review and audit carried out by Marine Department.
5. Particulars and details of all the training shall be kept and training records shall be made available to the Marine Department of Malaysia.
6. Approved Institutions or Recognized Organizations will issue the Attendance Certificate to participants upon successful completion of the course, while the Marine Department of Malaysia will issue the IMDG Cpde Course Training Certificate.
